Del-One Members:
Happy New Year! On behalf of all the amazing teammates that make Del-One a special place to call home, we wish you a healthy, happy, and prosperous 2025.
Del-One’s commitment to be the easiest place to do business for our members continued to be our north star in 2024, and in looking back at the year, we are proud of what we have accomplished. Some specific highlights are:
- We opened a new Mortgage Loan Production Office in Wilmington, which is staffed with bi-lingual teammates to assist our local members in fulfilling their home-ownership dreams;
- Introduced numerous loan and deposit products that make us more attractive to our members to be or become their primary financial institution and;
- Opened a branch in Lewes. By opening this location in Eastern Sussex County, Del-One is now within about a 15-minute drive or less for 90% of Delawareans.
Regarding community impact and recognition, in 2024 we:
- Provided $177 million in loans to our members;
- Became a Founding Sponsor for the Delaware Hispanic Chamber of Commerce;
- Received the Excellence in Business Large Employer of the Year award through the Central Delaware Chamber of Commerce;
- Became the 1st credit union in Delaware to receive the Juntos Avanzamos (Together We Advance) designation for our commitment to serving and empowering Hispanic and immigrant consumers;
- Are honored to have March 28, 2024 designated as Del-One Federal Credit Union Day by then New Castle County Executive and now Governor of Delaware Matt Meyer for our above mentioned Juntos Avanzamos designation;
- Raised and donated $62,000 to local charities through the Del-One Foundation;
- Celebrated our 3rd Annual Del-One Community Service Day on October 14th, where our teammates donated over 1,200 hours of their time, muscle, and skills to twelve different organizations across Delaware, and;
- Hosted three Community Appreciation Days, one in each county, to say thank you and show our members how much we value them.
Del-One was also honored to once again win the Top Workplace Award in Delaware for the 3rd year in a row, reflecting our commitment to providing a supportive, engaging and inclusive workplace.
On behalf of our Board of Directors and teammates, thank you for being a member of Del-One and trusting us as your financial institution. We know that we would not and could not exist without you. We want to continue to earn your trust and business in 2025 and look forward to serving you and seeing you in our great communities.
Annual Meeting
May 20, 2025 at the Modern Maturity Center
Del-One’s Annual Meeting will be held on Tuesday, May 20, 2025 at the Modern Maturity Center in Dover, DE. Doors will open at 5:15 pm (no early admittance). The business portion of the meeting will begin at 5:30pm, immediately followed by a buffet dinner.
Del-One members and guests wishing to attend the 2025 Annual Meeting must purchase admission tickets for $5.00 per person at any Del-One branch location beginning on March 3, 2025. All ticket holders will be entitled to attendance at the business meeting, a buffet dinner, dessert, and door prize drawings.
For security purposes, tickets will NOT be sold at the door and must be purchased in advance no later than May 1, 2025. Members and guests must present tickets for admittance to the Annual Meeting.
The Board of Directors election results, as unanimously approved by the Nominating Committee, will be announced during the business portion of the meeting.

Board Nominations
Del-One Federal Credit Union’s Nominating Committee received and approved three nominations for three Board of Director’s positions in 2024, each with three year terms. The nominees are listed below along with summaries of qualifications:
Kevin Mitten – Kevin Mitten is a CPA and managing partner at Mitten & Winters CPAs, located in downtown Dover, Delaware. A graduate of Salesianum High School, Kevin earned his bachelor’s degree in accounting from the University of Delaware, where he also played on the men’s varsity soccer team. He currently serves on the Board of Directors for Destination Downtown Dover and is an active member of the Dover-Capital City Rotary Club. Kevin resides in Dover, DE, with his wife, Teri; his two daughters, Tessa and Claire; and their two chocolate labs, Bear and Layla.
Robert S. Baldwin – Robert S. Baldwin resides in Maryland and has been a member of Del-One since 1996. He is also a Certified Credit Union Board Member through the National Association of Federally Insured Credit Unions (NAFCU). Mr. Baldwin retired from the State of Delaware, DNREC where he served in numerous positions including Director of the Division of Soil and Water Conservation. He also worked for University of Maryland Extension as an Area Extension Director and is currently employed by the Kent Soil and Water Conservation District (MD) as the District Manager. Mr. Baldwin earned his BS degree from West Virginia University and his MBA from the University of Delaware.
D. Steven Smith – D. Steven Smith resides with his family in Milford, DE. He is a graduate of Lake Forest High School and has been a member of Del-One since 1972. After serving on numerous Del-One committees since 1986, Mr. Smith joined the Board in 2002 and is currently the Chairman of the Board of Directors. He retired from the State of Delaware, Department of Transportation after 40 years of service, where he was the Municipal Street Aid Program Compliance Coordinator under the Division of Planning.
Nomination Details – Additional nominations may be made by submitting a petition signed by 250 members to the Del-One Nominating Committee at 270 Beiser Blvd., Dover DE 19904 by April 5, 2025. In addition to the 250 signatures, the petition must also include the nominee’s summary of qualifications to include employment history, place of employment, associated dates of employment and biographical data. A Petitioner packet can be requested by sending an email to [email protected] or a packet can be picked up at Del-One, 270 Beiser Blvd., Dover DE. The Petitioner must use the form supplied to document their name, signature and Del-One FCU account number. Only members of Del-One may sign a petition and vote on a nominee.
Voting Details – If an election is necessary, voting instructions will be provided to members electronically or via U.S. Mail at least 30 days prior to the Annual Meeting. Results will be announced at Del-One’s Annual Meeting on May 20, 2025 at the Modern Maturity Center in Dover, DE. If no additional nominations are received by April 5, 2025, and there is only one nominee for each position, then an election will not be conducted and nominations from the floor will NOT be permitted.
